New details from a so-called peace deal between the U.S. and Iran have leaked, but the document shows few specific agreements to end the nearly four-month-long conflict.<\/p>\n

CNN has obtained the 14-point memorandum of understanding reached by negotiators for the two nations, and senior White House correspondent Kevin Liptak informed “CNN This Morning” viewers on Wednesday morning of the details he had reviewed moments earlier.<\/p>\n

“This text has not been officially released by either side of this,” Liptak said. “We’ve heard from American officials over the last couple of days that they were planning to release this officially, after it is formally signed here in Switzerland on Friday.”<\/p>\n

“We’ve<\/span> gotten a copy from a U.S.<\/span> official,” he continued. “We’ve gotten a version<\/span> of it from a diplomat who has<\/span> seen copies of it circulating<\/span> here at the G7 summit, and two<\/span> additional sources. So we have<\/span> four sources from which we have<\/span> obtained the text of this<\/span> document, and in some ways, it<\/span> does reflect how American<\/span> officials have been<\/span> characterizing it over the last<\/span> several days. It is vague in a<\/span> lot of its terms, particularly<\/span> when it comes to Iran’s nuclear<\/span> program. It lays out in broad<\/span> terms how the Strait of Hormuz<\/span> will be reopened, how the U.S.<\/span> will lift its blockade on<\/span> Iranian ports, and it does spell<\/span> out what the financial relief<\/span> that Iran can expect as part of<\/span> this deal if it meets its<\/span> commitments.”<\/span><\/p>\n

The document specifies that Iran will be able to gain access to a $300 billion development fund, although American officials have insisted the funding would not come from the U.S., and the agreement states that the U.S. will issue waivers for some sanctions to allow Iran to start exporting oil.<\/span><\/p>\n

“One of the reasons that the<\/span> president has said that he<\/span> started the war in the first<\/span> place is to eliminate Iran’s<\/span> ability to obtain a nuclear<\/span> weapon, and this is what the<\/span> memorandum of understanding says <\/span>on this point,” Liptak said. “<\/span>The <\/span>Islamic<\/span> Republic of Iran<\/span> and the United States have<\/span> agreed that the fate of enriched<\/span> material and the fate of all<\/span> other mutually agreed, agreed<\/span> nuclear-related issues,<\/span> including Iran’s nuclear needs,<\/span> will be adequately addressed in<\/span> a final agreement.”<\/span><\/p>\n

“The final<\/span> agreement will confirm the<\/span> provisions of this article, and<\/span> so it is what we expected,” Liptak added. “It’s<\/span> punting the really thorny issues<\/span> about enrichment around the fate<\/span> of Iran’s nuclear stockpile to<\/span> these future technical<\/span> negotiations. The memo specifies<\/span> that those will last 60 days,<\/span> but that they could also be<\/span> extended.”<\/span><\/p>\n

Trump has hyped the deal as a peace agreement, but Liptak said other U.S. officials have not sounded so confident.<\/span><\/p>\n

“We have been<\/span> talking to American officials<\/span> about the language in this<\/span> document, and in a lot of ways,<\/span> they have been downplaying it,” Liptak said. “<\/span>They have suggested that this is<\/span> essentially a political document<\/span> meant to create the conditions<\/span> to get around to the table for<\/span> these much more technical<\/span> negotiations going forward. But<\/span> I still think the lack of<\/span> specificity around the nuclear<\/span> issues, I think, will be a<\/span> surprise to some people who have<\/span> been following all this, and in<\/span> particular, the fact that it<\/span> doesn’t say anywhere in the<\/span> document that the United States<\/span> will be involved in the<\/span> destruction of Iran’s highly<\/span> enriched uranium.”<\/span><\/p>\n

<\/span>“One official told us yesterday<\/span> is that, quote, people <\/span>shouldn’t read too much into<\/span> the language of the MOU,” he added. “T<\/span>hat’s what’s more important<\/span> than the actual document is the<\/span> understandings that we have with<\/span> each other. Of course, all of<\/span> that is, I think, going to risk<\/span> some backlash from Iran hawks,<\/span> even from some of the<\/span> president’s own allies, who<\/span> will argue that the U.S. is<\/span> putting too much faith in the<\/span> Iranians’ word in all of this,<\/span> and not necessarily in what<\/span> they’re willing to put in<\/span> writing in these documents. But<\/span> certainly what you’ve heard<\/span> from the president over the last<\/span> days, including here at the G7,<\/span> is really proclaiming this as a<\/span> triumph.”<\/span><\/p>\n
